Relating to ratifying, confirming, and validating all acts of County Boards of Trustees in ordering and election for the purpose of laying out, establishing, combining, abolishing, or changing any independent or common school districts, and all elections held in any County in this State for the purpose of laying out, establishing, combining, abolishing, or changing any such independent or common school districts.
