Relating to fixing the maximum rate of tax to be levied for school purposes in all independent school districts which include within their limits a city or town which according the last Federal Census had a city or town which according to the last Federal Census had a population of not fewer than four hundred and thirty (430) and not more than four hundred and thirty-two (432) inhabitants, and in counties having not less than thirty thousand four hundred (30,400) nor more than thirty thousand six hundred (30,600) inhabitants, according to the last Federal Census, whether organized under General or Special Law.
