Relating to declaring the necessity of creating a governmental subdivision of the State to be known as 'Trinity Watershed Soil and Water Conservation District," and other governmental subdivisions of the State to be known as "soil and water conservation sub-districts," to engage in conserving soil and water resources and preventing and controlling soil erosion.
