Relating to creating county-wide equalization school districts in all counties containing a population of not less than twenty thousand (20,000) nor more than thirty two thousand, five hundred (32,500), according to the last preceding Federal Census, and containing a valuation of Seventy Five Million ($75,000,000.00) Dollars or more.
