Relating to making an appropriation and transfer of the sum of Three Million ($3,000,000.00) Dollars from the State Highway Fund into the Texas Old Age Assistance Fund, and authorizing the proper officials to make such transfer, and making an appropriation and transfer of Three Million ($3,000,000.00) Dollars from the General Fund to the State Highway Fund for the purpose of reimbursing said fund, and authorizing the State Treasurer and other Officers of the State to take such action as necessary to effectuate such transfer.
