Proposing an amendment to Section 1 of Article VIII of the Constitution of Texas by adding thereto a subsection to be known as Section 1-a of Article VIII, and providing for the limiting of the total amount of taxes assessed against property for all purposes in any one year to an amount not exceeding one (1%) percent of the assessed valuation of such property.
