Relating to authorizing incorporated cities, towns, and villages incorporated under either general or special laws, including those operating under a special charter or amendments of charter adopted pursuant to home rule provisions of the Constitution, to cause to be improved streets, avenues, alleys, highways, boulevards, drives, public places, squares and any portion or portions thereof, and to assess the cost thereof against abutting property owners thereof.
