Proposing an amendment to Article IV, Section 11 of the Constitution of the State of Texas, providing that in all criminal cases, excepting treason and impeachment, the Governor shall have the power after conviction to grant reprieves, commutations of punishment, pardons, and remit fines and forfeitures as provided by law.
