Relating to amending a certain Section of the Acts of the 42nd Legislature (R.S.); providing that provisions of said Section shall not apply to the issuance of warrants for building, construction, reconstruction, and/or repair of a courthouse and/or jail in any county where the courthouse has been torn down or demolished, and where there is no county courthouse at the time of the taking effect of this Act.
