Relating to amending certain Articles of the 1925 Revised Civil Statutes; providing that in order to collect, settle, or dispose of a claim against the State, the United States, or any foreign government, letters testamentary or of administration or temporary letters may issue at any time where reasonable necessity is shown therefor.
