Relating to making it a misdemeanor for any person, firm, or corporation operating a public warehouse in any county in the State of Texas to charge a fee for weighing cotton, grain, or other produce unless the person in charge of such weighing shall be duly appointed deputy of local Public Weigher, making each day of violation a separate offense, fixing penalties.
