Relating to creating Colorado River Authority, a governmental agency, body politic and corporate, as a water control and conservation district under Section 59 of Article 16 of the Constitution, for the purposes therein set out, without power of taxation, and without power to create any debt payable out of taxation, or to pledge the credit of the State.
