Relating to creating a conservation and reclamation district by the name of the "Lower Neches Valley Authority," requiring submission by said district preliminary to issuing any obligations and of the proceedings authorizing the issuance of such obligations, when so approved, to be registered by the Comptroller of the State of Texas.
