Relating to validating all ad valorem tax levies in all counties in Texas having not less than 1950 and not more than 1970 population according to the last preceding Federal Census, heretofore made by the Independent School Districts in the State of Texas, which levies are unenforceable because of the failure of the governing bodies in such respective Independent School Districts to make such levies by order.
