Relating to validating all proceedings and acts of governing boards of cities containing a population of not more than 11,000 and less than 10,500, according to the next preceding Federal Census, in connection with the issuance of funding warrants and funding bonds heretofore authorized or attempted to be authorized under the provisions of certain statute.
