Relating to declaring a statewide emergency productive of widespread unemployment affecting the public welfare, and declaring it to be the policy of this State to provide for the general welfare by cooperating with and assisting the National Government in carrying out a program of Public Works under the "National Industrial Recovery Act"; providing that this Act cease to be in effect at the expiration of two years.
