Relating to granting to cities and towns powers in reference to the building, purchasing, improving, enlarging, extending and repairing of light, water, sewer or natural gas systems, sanitary disposal equipment and appliances, parks and/or swimming pools, either or all, and the franchise and income thereof, to secure the payment of funds therefor.
