Relating to the conservation and development of lands in the State of Texas, pursuant to Section 59, of Article XVI of the State Constitution, declaring and providing that the growth of cedar upon lands is injurious to the value of such lands and the use thereof, and benefits to be derived therefrom and is, and constitutes, a public nuisance, and that the eradication of such growths of cedar constitutes a public benefit and use.
