Relating to authorizing defendants in felony cases less than capital offenses, with the consent and approval of the Court, to waive the right of trial by jury and to be triad by the court; amending certain statutes so as to make them conform to such right; providing that when a defendant who is eligible to apply for a suspended sentence has no attorney, the Court may appoint an attorney to represent him.
