Relating to making an emergency appropriation out of the General Revenue of the State for the purpose of conducting a poison bait spray campaign in the lower Rio Grande Valley to control and eradicate and prevent the spread to other parts of the State of the Mexican Fruit Fly and to meet the emergency appropriation for this campaign made by the United States Government contingent upon the State of Texas doing its share in the bait spray campaign and to insure the continuance of the interstate trade relations now enjoyed by Texas.
