Relating to making it unlawful to tap or to drill into any pipeline or other conduit through which crude oil, gasoline, naptha, natural gas, casinghead gas or any of the manufactured or natural products thereof is transported, and declaring such acts to be penalties, prescribing a penalty therefor.
