Relating to appropropriating the sum of twelve thousand, two hundred and fifty ($12,250.00) dollars, or so much thereof as may be necessary, for expenses of investigation, preparation and prosecution of suit against the State of New Mexico for wrongful and inequitable diversion of the waters of the Pecos River.
