Relating to making for provisions for the submission and adoption of the proposed constitutional amendment to provide for the adoption of a home rule charter by any county in Texas, upon a vote of the qualified resident electors of any county, all as proposed in the pending Senate Resolution No. 3, reference to said proposed amendment to the Constitution in the exact form for submission to the electors of the State here is made to the same effect as though it were embodied herein.
