Relating to defining public utilities and providing for their regulation, creating the Public Utilities Commission of this State, and fixing their qualifications and compensation, and prescribing their duties and powers and the manner in which the jurisdiction herein conferred shall be exercised; providing penalties for the violation of this Act.
