Relating to declaring monopolies contrary to public policy of this State; making it unlawful for those engaged in the public utility business to prevent or hinder legitimate competition, or to fix discriminatory rates; providing for prima facie evidence of violation; providing for quo warranto proceedings and forfeiture of charter; repealing all laws and parts of laws in conflict herewith.
