Relating to providing that the administrative control of the State of Texas over all matters pertaining to the production, transportation by pipeline and storage of crude oil petroleum, and the production, transportation and regulation of rates and charges for distributing, buying, selling, and delivering natural gas be vested in the Natural Resource Commission of the State of Texas.
