Relating to creating the Plymouth Independent School District in Collinsworth County, Texas, including therein the present Plymouth Independent School District No. 17 of Collinsworth County; providing a board of trustees therefor; vesting said Plymouth Independent School District board of trustee with all the rights, privileges and duties conferred upon independent school districts incorporated under the general laws of Texas.
