Relating to creating the Zephyr Independent School District in Brown and Mills counties, Texas, including therein the present Zephyr Independent School District No. 39 in Brown and Mills counties; providing a board of trustees therefor; vesting said independent school district board of trustees with all the rights, powers, privileges and duties conferred upon independent school districts incorporated under the general laws of Texas.
