Relating to fixing the rate of speed for motor vehicles upon the public highways of the State, and within the corporate limits of any of the incorporated cities or town, and within the boundaries of towns, and within the boundaries of towns and villages not incorporated; prescribing penalties for violations of the act; repealing al laws or parts of laws in conflict with its provisions.
