Relating to appropriating six million dollars ($6,000,000.00) out of the general funds of the State to aid all the public schools for the scholastic years beginning September 1, 1923, and September 1, 1924, and ending August 31, 1924 and August 31, 1925, respectively, the same to be distributed as the available school funds are now distributed.
