Relating to fixing the compensation of county commissioners in counties having a population of not less than sixteen thousand five hundred nor more than seventeen thousand five hundred, according to the last United States Census, and which have an area of not less than eleven hundred and fifty square miles nor more than twelve hundred square miles.
