Relating to providing for the establishment of claim against counties and road districts where the contracts forming the basis of such claims were contemplated to be satisfied out of the proceeds from the sale of bond, and the amount of such contracts do not exceed the amount of bonds voted; providing for the levy of a tax front he payment of such claims.
