Proposing an amendment to Section 2 of Article VI of the Constitution of the State so that every person, male or female, who shall have attained the age of twenty-one years shall be deemed a qualified elector; providing that all electors shall vote in the election precinct of their residence; fixing the time for the holding of an election and making an appropriation therefor.
