Proposing an amendment to certain section of Article 4 of the Constitution of the State of Texas, changing the terms of state officers from two to four years; making the office Commissioner of Agriculture and of Superintendent of Public Instruction constitutional offices; fixing the salaries of said officers; providing for the filling of vacancies; fixing the time for the election to be held on this amendment, and making an appropriation to pay the expense thereof.
