Proposing an amendment to Section 51 of Article 3 of the Constitution of the State of Texas providing that the Legislature may grant pensions to Confederate soldiers, sailors and their widows who have been a citizen of Texas since January 1, 1912, and to levy a tax of 5 cents on the one hundred dollar on the property to aid such pension fund, making an appropriation to pay the expenses of an election.
