Relating to amending certain statutes relating to trusts and conspiracies against trade so as to provide that suits may be brought against corporations for violation of the anti-trust laws of this State for either penalties or forfeiture of charters of domestic corporations or permits of foreign corporation, or both, reducing penalties for the violation of the anti-trust laws and prescribing a period of limitation within which violations of said law shall be prosecuted.
