Relating to providing for the construction of a road and highway in and through the San Jacinto State Park, and providing for the use of convict labor for the construction of such road and highway, and appropriating out of the general revenue not heretofore appropriated the sum of twenty thousand dollars, for the construction and maintenance of such road.
