Relating to subdividing Kerr county into road districts and empowering any political subdivision or any defined district now or hereafter to be designated and defined of said county, by a vote of a two-thirds majority of the resident property taxpayers, qualified voters of such political subdivision, or any defined district now or hereafter to be described and defined thereof.
