Relating to making an appropriation to construct and complete necessary buildings for the new Texas School for the Blind, and to build necessary fences, walks and drives, and to beautify the grounds, and to furnish all necessary apparatus, equipment and furniture, and to pay the expenses of moving in order to have said school ready for occupancy.
