Relating to establishing a branch of the Agricultural and Mechanical College of Texas in West Texas, prescribing generally the scope and nature of instruction to be given, providing for the instruction of all students in military science and for military discipline, and conferring upon the board of directors the right of eminent domain; making necessary appropriations for the location, establishment and maintenance of said college.
