Relating to directing the sale of the land and other property of the Blind Asylum located in Austin and that the proceeds of such shall be paid into the general revenue of the State; directing that land be purchased and new buildings be erected thereon and that the new institution be known as the Texas School for the Blind; making an appropriation.
