Relating to amending the Revised Civil Statutes providing what amount of the premium on unexpired lists shall be set aside for the protection of policy holders and providing the conditions wherein it is to be set aside and providing the method of calculating the re-insurance reserve both as to where there is a basis prescribed by law and one not prescribed by law.
