SB 250, 32nd R.S.
Relating to declaring that in cases in which the Judge may be biased or prejudiced, or related to either party or is not disposed to accord to the accused or to some party to a suit to a fair and impartial trial, such Judge shall be disqualified and describing how such disqualification may be presented to the Court.
