Relating to definition of "motor-assisted bicycle"; relating to issuance of restricted licenses for the operation of certain motorcycles, motor scooters, and motorized bicycles and to the authority and duty of the Department of Public Safety to the certify motorcycles, and motor scooters, and motorized bicycles not exceeding 125cc piston displacement.
