Relating to the creation of the South Texas University System, organizing Corpus Christi State University as a four-year institution of higher education, establishing the Reynaldo G. Garza School of Law at Pan American University, authorizaing the system board to issue revenue bonds for certain purposes, authorizing certain institutions to award certain degrees and offer certain courses, and authorizing a study of the higher education needs of the South Texas region and a study of certain academically unpreparted students.
