Providing that certain brokers and dealers shall not be subject to the limitations or provisions of Title 79, Revised Civil Statutes of Texas, 1925, as amended, on demand debit balances in accounts carried for their customers under certain circumstances; setting maximum permissible interest rates for such transactions.
