Relating to the immunity of physicians, hospitals, and other persons acting under the direction of a physician from liability to the spouse of a person on whom the physician performs surgery or treats for the purpose of sterilization if the person on whom the surgery is performed or the treatment is administered consents to sterilization; and declaring an emergency.
