Relating to the requirements for holding a wine and beer retailer's permit, a retail dealer's on-premise license, and a retail dealer's off-premise license; to consumption of liquor or beer on the premises of a holder of a wine and beer retailer's off-premise permit or a retail dealer's off-premise license; and to expungement of a conviction for consumption on premises licensed for off-premises consumption; providing penalties.
