Relating to public mass transportation; changing the name of the State Highway Department to the Texas Department of Highways and Public Transportation; creating the Public Transportation Division of the Texas Department of Highways and Public Transportation to assist in developing public mass transportation systems in the state; dedicating a portion of the revenue from the motor vehicle sales and use tax to the public transportation fund; abolishing the Texas Mass Transportation Commission.
