Remarks: This Act takes effect September 1, 2003, except Articles 1, 2, 4, 6, 15, and 18 take effect immediately; Article 8 takes effect June 1, 2005; and Article 9 takes effect September 1, 2005. Article 5 takes effect on the date the constitutional amendment (HJR 28, 78th Legislature) takes effect. If the amendment is not approved, Article 5 has no effect.
